I have a meet on 2/20, which gives me five weeks after my last cycle of #37. I was planning on peaking with #32, but that's only four weeks long. I've looked at the five-week peaking program, and I have to say I'd feel uncomfortable 'testing' my maxes at the meet. I don't think I'm in tune with myself enough yet to be able to pick attempts based on a 95% skills evaluation. Any suggestions? Am I just being neurotic?

I have done this sort of thing before. Just repeat a week from the prep cycle (i.e. 37), so that way you get 5 weeks of prep and the 32 as written. I would recommend repeating week 2 or 3.

I have had this problem also. I choose to re-run the final week of #31 which actually worked nicely as you get some 90% work in before the skills evaluation.
