I am planning on running #32 after I finish up my second cycle (#37) just to see where I'm at, max-wise. If I'm not actually peaking for a competition, should I still max out twice (weeks 1 & 4), as written?

No, just go to 95% on week 1 - Dave has found this works better with his lifters.
